POSITION: SPECIAL EDUCATION FACILITATOR
LOCATION: TBD
SALARY: CURRENT SALARY
10 MONTHS, FULL TIME – PLUS 20 ADDITIONAL DAYS
(additional days to be worked during the months of June, July, and
August as designated by the Director of Special Education/Student Services)
QUALIFICATIONS:
- Must be eligible for an advanced professional teaching certificate with special education endorsement
- Must have at least five (5) years of successful teaching experience
- Must have experience in educational assessment administration, interpretation and report writing
- Must have experience in interpreting and implementing special education policies and procedures in accordance with the regulations set forth in IDEA
- Must have skills in computerized data collection and word processing functions
- Must have the ability to relate to parent, professionals, and community agencies in order to develop appropriate educational programs
- Regular on time attendance
- Must be capable of performing the essential duties of the position with or without reasonable accommodations
ESSENTIAL JOB FUNCTIONS:
- Direct and coordinate the referral process
- Serve as chairperson and recorder of school screening committee and disseminate due process information
- Process referrals and coordinate assessment with school psychologists and related service providers on a mandated time schedule
- Use appropriate assessment tools to identify students in need of special education services
- Coordinate three year re-evaluation of special education students to ensure students continued eligibility for services. Develop a re-evaluation schedule in accordance with COMAR regulations
- Provide a written report of assessment results and recommendations in compliance with COMAR regulations
- Develop annual and monthly IEP agendas
- Serve as chairperson for school-based IEP committees using the Maryland on-line IEP system.
- Provide information on service options and placement alternatives supporting least restrictive environment options
- Make recommendations for students in the formulation of specific goals and objectives
- Monitor completed IEP’s to ensure that required information is recorded
- Initiate and update enrollment information as required by MSDE (SSIS)

- Clarify and oversee operation of special education procedures and programs in assigned buildings
- Recommend instructional techniques and strategies to implement educational programs
- Recommend appropriate materials and equipment for meeting student needs
- Develop and implement staff development programs
- Coordinate and consult with outside agencies to implement transitioning students
- Participate in interagency meetings
- Advise administrators on issues related to procedural safeguards
- Identify special education services of students receiving medical assistance
- Oversee completion of monthly medical services forms
- Coordinate transportation services
- Move confidential folders within the system
- Revise and update forms and system-wide handbook to comply with federal regulation changes
- Assume other assigned duties as assigned
